New GlobalPSC Board Members

The GlobalPSC Executive Committee (Board) recently decided unanimously to include three new members as a reflection of priority areas for the Board and in recognition of these members’ contributions to the GlobalPSC across diverse geographic coverage. These changes will further the GlobalPSC vision of facilitating the development and implementation of effective product stewardship schemes globally.

Joachim Quoden – Executive Member of GlobalPSC Managing Director of EXPRA

Joachim Quoden has extensive experience in packaging waste management, dating from 1992 when he spent 4 months in the German Federal Ministry of Environment working on packaging issues including the German Packaging Ordinance. From 1993 to 2006, Joachim worked with Der Grüne Punkt – Duales System Deutschland GmbH (DSD), where he was appointed head of International Affairs in 2001.

Between 2001 and 2013, he also became Secretary General and later Managing Director of PRO EUROPE, the umbrella organisation of 35 packaging recovery organisations. Since 2013, Joachim acts as Managing Director of EXPRA, a new alliance of 25 producer responsibility organizations (PROs) from currently more than 23 countries.

Besides the above, Joachim has been working since 1995 as independent lawyer in Germany specializing in international EPR legislation, chairperson of ISWA’s Governance & Legal working group, member of the OECD EPR expert group and has served as an expert in ISO global standardisation project SIS/TK 165/AG 10 Packaging and Environment.

Packaging Discussions Focus on Circular Economy, Free-riders and Competition

The GlobalPSC and several of our members addressed a range of packaging extended producer responsibility (EPR) and product stewardship issues for packaging and printed paper in Brussels, Belgium, late February as part of the EPR Toolkit Seminar and Packaging Waste & Sustainability Forum.

Joachim Quoden, Managing Director of the Extended Producer Responsibility Alliance (EXPRA)  and member of the GlobalPSC Advisory Group, chaired the EPR Toolkit Seminar on 24 February. The seminar emphasised harmonising EPR rules and guidelines in Europe, learning from international experience (including lessons on Australia by GlobalPSC CEO Russ Martin and Canada by Chris van Rossem of the Canadian Stewardship Services Alliance) and the roles of transparency and competition.

The roles of packaging and EPR in the Circular Economy and in ensuring transparency and accountability of producers were hot topics of discussion throughout the events, analysis of which will be made available to GlobalPSC members.

GlobalPSC Forms Advisory Group on Product Stewardship and Extended Producer Responsibility

We regularly seek information and advice from a diverse range of experts across varying product types, regulatory perspectives and program experience. It therefore gives us great pleasure to announce the founding members of the GlobalPSC Advisory Group spanning Europe, Africa, North America and the Asia Pacific:

The GlobalPSC will regularly canvass information and views from the Advisory Group, as we did recently in preparing  submissions to governments on proposed changes to product stewardship and extended producer responsibility frameworks in Nova Scotia and New Zealand. We greatly appreciate their contributions to the continued growth of the GlobalPSC and look forward to working with them in the years to come.

The law firm of Joachim Quoden is specialized in producer responsibility legislation with a focus on the European Packaging and Packaging Waste Directive. Joachim possesses very detailed knowledge of the implementation of the Packaging Directive in the different European Member States as well as in other countries around the world. His advice is frequently solicited in the course of implementing and amending the respective packaging legislation in various countries. He is a member of the German lawyers association and the association of lawyers in Bonn as well as the Product Stewardship Institute in Boston, US. Joachim also serves as a member of the GlobalPSC Advisory Group.
