Packaging Discussions Focus on Circular Economy, Free-riders and Competition

The GlobalPSC and several of our members addressed a range of packaging extended producer responsibility (EPR) and product stewardship issues for packaging and printed paper in Brussels, Belgium, late February as part of the EPR Toolkit Seminar and Packaging Waste & Sustainability Forum.

Joachim Quoden, Managing Director of the Extended Producer Responsibility Alliance (EXPRA)  and member of the GlobalPSC Advisory Group, chaired the EPR Toolkit Seminar on 24 February. The seminar emphasised harmonising EPR rules and guidelines in Europe, learning from international experience (including lessons on Australia by GlobalPSC CEO Russ Martin and Canada by Chris van Rossem of the Canadian Stewardship Services Alliance) and the roles of transparency and competition.

The roles of packaging and EPR in the Circular Economy and in ensuring transparency and accountability of producers were hot topics of discussion throughout the events, analysis of which will be made available to GlobalPSC members.

GlobalPSC Forms Advisory Group on Product Stewardship and Extended Producer Responsibility

We regularly seek information and advice from a diverse range of experts across varying product types, regulatory perspectives and program experience. It therefore gives us great pleasure to announce the founding members of the GlobalPSC Advisory Group spanning Europe, Africa, North America and the Asia Pacific:

The GlobalPSC will regularly canvass information and views from the Advisory Group, as we did recently in preparing  submissions to governments on proposed changes to product stewardship and extended producer responsibility frameworks in Nova Scotia and New Zealand. We greatly appreciate their contributions to the continued growth of the GlobalPSC and look forward to working with them in the years to come.

GlobalPSC 2012 Highlights and Holiday Greetings

2012 was a pretty active year for the Global Product Stewardship Council. Some of the GlobalPSC’s 2012 highlights include:

MEMBERSHIP GROWTH

MEMBERSHIP SERVICES

  • Expanded our Knowledge Base and developed a new program database for GlobalPSC members
  • Expanded social media and networking opportunities including:
    • converted our website to WordPress to better share information
    • developed a newsletter with general articles as well as more detailed information for GlobalPSC members
    • created member profiles
    • an email distribution list of over 400 interested parties
    • discussions with over 670 members from 37 countries in a public forum on LinkedIn
    • increased presence through Twitter, Facebook, Youtube and our home page

OUTREACH ACHIEVEMENTS

  • Appointment to the Australian Government’s Product Stewardship Advisory Group, to provide independent advice to the government on products that could be considered for attention under the Product Stewardship Act 2011
  • Provided the Council’s perspective through presentations and participation in events in China, Singapore, Australia and New Zealand
  • Started facilitating business case, public policy rationale and stakeholder engagement for paint and battery product stewardship initiatives for Sustainability Victoria
  • Facilitated and posted a video on the business case for Panasonic’s approach to product stewardship in Australia and internationally
  • Conducted a sustainable packaging breakfast series with the Sustainable Packaging Alliance

The law firm of Joachim Quoden is specialized in producer responsibility legislation with a focus on the European Packaging and Packaging Waste Directive. Joachim possesses very detailed knowledge of the implementation of the Packaging Directive in the different European Member States as well as in other countries around the world. His advice is frequently solicited in the course of implementing and amending the respective packaging legislation in various countries. He is a member of the German lawyers association and the association of lawyers in Bonn as well as the Product Stewardship Institute in Boston, US. Joachim also serves as a member of the GlobalPSC Advisory Group.
